***LAC is the Legislative Action Committee of the RWSC (Republican Women of Sheridan County). Below is the main message showing our position and reasons why we support or oppose a bill.
We support HB0032-English language proficiency-commercial motor vehicle drivers, for the following reasons:
· This bill requires that a commercial vehicle operator, while operating in Wyoming, be able to demonstrate English language proficiency.
· This bill authorizes Wyoming law enforcement agencies (in addition to federal certified inspectors) to issue citations with fines of $1000 and an “immediate” prohibition of commercial driving privileges in Wyoming. Violation of the “prohibition from driving” will result in an additional $1000 fine and potentially up to 90 days imprisonment.
· Expanding the duty of policing and enforcement to all Wyoming law enforcement agencies will help curb the potential danger of commercial vehicles being operated by non-English proficient drivers.
· The Wyoming Republican Platform asserts that a primary role of government is to protect its citizens’ rights to Life, Liberty and Prosperity
This bill could be improved and amended to include:
-Penalties for trucking companies employing non-English proficient operators
-Impounding vehicles operated by violators
